Ship's Bylaws, SSS Changing Tides I.
PREAMBLE “As a Venturer, I believe that America’s strength lies in our trust in God and in the courage, strengths, and traditions of our people. I will, therefore, be faithful in my religious duties and will maintain a personal sense of honor in my own life. I will treasure my American heritage and will do all I can to preserve and enrich it. I will recognize the dignity and worth of all humanity and will use fair play and goodwill in my daily life. I will acquire the Venturing attitude which seeks truth in all things and adventure on the frontiers of our changing world.” “As a Sea Scout I promise to do my best to guard against water accidents, to know the location and proper use of the lifesaving devices on every boat I board, to be prepared to render aid to those in need, to seek to preserve the motto of the sea: women and children first.” II.
SHIP’S BYLAWS 1.
Objectives. The objectives of Ship 195
Changing Tides are to learn, to share responsibilities, and to have fun. 2.
Membership. Membership shall be open to
all young adults aged 15 (or 14 if they have completed the 8th
grade) through 20 who are registered Venturers and who sign and
subscribe to the Ship’s Code and Bylaws. No
prospective member shall be disqualified because of race, color, creed,
or sex. 3.
Ship’s Business. Ship’s business
may be conducted at any meeting attended by a quorum of one more than
the majority of active youth members.
i.
Active membership is defined as having attended 75% of Ship
meetings, sail days, boat clean-ups, and ceremonies in the two preceding
months. Approved USPS activities may be attended in
lieu of Ship activities. Activities with unusual
costs are excepted from attendance requirements.
ii.
Business shall be conducted in accordance with Robert’s Rules
of Order.
iii.
Voting on all issues shall be by simple majority, with the
exception of amendments to the Ship’s Code and Bylaws, which shall
require a two-thirds majority vote of the total active youth membership. 4.
Officers. The elected Petty Officers
shall be the Ship’s Boatswain, Boatswain’s Mate for Administration,
Boatswain’s Mate for Program, Yeoman, and Purser. The
duties of the Ship’s Petty Officers are described on page 8 of the Sea
Scout Manual.
i.
The normal term of office shall be for one year, beginning on
January 1st. Elections shall be held in
December.
ii.
No member shall serve more than two consecutive terms in the same
office.
iii.
The Boatswain shall appoint a nominating committee which shall
consist of three members. The membership shall
present a complete slate of candidates. On the night
of the elections, nominations may be presented from the floor by any
youth member. If the nomination is seconded and the
nominee assents, his or her name must be included on the ballot.
Nominees must be willing and able to serve in the position
elected for the full term of office.
iv.
All contested ballots shall be secret. 5.
Meetings. General meetings shall be
scheduled regularly, at least once a month.
i.
Special meetings may be called by the Boatswain as needed.
ii.
Quarterdeck meetings shall be held, at least once a month, within
two weeks following the first general meeting.
iii.
Ship’s Committee Meetings shall be held at least once a month,
at the time and place of the Quarterdeck meeting. 6.
Activities. The Ship shall hold
activities, other than business meetings, monthly.
i.
Activities may be held in conjunction with business meetings.
ii.
Members who have over 50% attendance for the year will have
priority if participation in an activity is limited.
iii.
All members are encouraged to complete the United States Power
Squadron’s “Boat Smart” course, and to join the Arrowhead Power
Squadron and participate in USPS boating courses and activities. 7.
Money Earning. Dues are suspended, but
members may be expected to share in expenses for particular activities
they attend.
i.
Dues shall be supplemented by money-earning activities involving
the participation of all members.
ii.
Money-earning activities must be approved by the Skipper and meet
the requirements of the BSA Unit Money-Earning Application, no. 34427.
iii.
60% of monies earned shall be appropriated to the Ship’s fund,
and 40% to youth member accounts. Members not
participating in fundraising shall not be entitled to the use of monies
earned. 8.
Newsletter. The Ship shall publish
minutes from monthly meetings, as well as other supplemental information
of interest to members. These shall serve as the
Ship’s historical record. III.
SHIP’S CODE 1.
Code of Conduct. Ship members shall
conduct themselves in accordance with the Venturing Oath and Code and
the Sea Scout Promise, and shall follow the Ship’s Code and Bylaws.
i.
Members shall not use inappropriate language or engage in
inappropriate public displays of affection during meetings or
activities. 2.
Uniform Code. Ship Uniforms shall be
worn at all meetings and activities as required by the Ship’s Petty
Officers.
i.
The Crew Work uniform shall consist of a light blue shirt and
black pants, and an activity cap.
ii.
The Crew Dress uniform shall consist of a white shirt and black
pants, black shoes and socks, and an activity cap.
iii.
The Officer’s Work uniform shall consist of a tan shirt and
pants, black shoes and socks, and an activity cap or tan combination
cover.
iv.
The Officer’s Dress uniform shall consist of a white shirt and
black pants, black shoes and socks, and a white combination cover.
v.
Ship’s uniform and insignia guidelines shall be published in a
addendum and made available to all members. Uniform
insignia placement shall follow the guidelines listed in the Sea Scout
Manual, pp. 105-121. 3.
Non-uniform clothing. Non-uniform
clothing should reflect the positive image of Venturing and the Sea
Scouts.
i.
The Ship shall make activity tee-shirts available for non-uniform
wear.
ii.
Swimsuits must be one-piece and not inappropriately expose the
body. Shirts must be worn when not engaged in water
activity.
iii.
Work clothing may be worn when appropriate. Closed-toed
shoes are required.
iv.
No clothing may contain inappropriate language, graphics, or be
